FDA or EPA: the split nobody explains

The FDA states it plainly: "Some flea and tick products are regulated by the FDA and some are regulated by the Environmental Protection Agency."

Broadly, products absorbed into the bloodstream are FDA-regulated animal drugs. Products that sit on the skin and coat as pesticides are EPA-regulated, and the EPA's pet pesticide pages cover spot-ons and collars, including its evaluations of both after incident reports.

Why it matters: FDA drug approval requires demonstrated safety and effectiveness in the target animal through controlled studies, with mandatory adverse-event reporting. EPA pesticide registration asks a different question, about risk to humans and the environment as well as the animal. Neither is a rubber stamp, but they are not the same bar, and "FDA approved" means something "EPA registered" does not.

Oral tablets and chews

The dominant category, and almost all one drug class: the isoxazolines. The FDA's list of approved isoxazoline products covers Bravecto (fluralaner), Credelio (lotilaner), Nexgard (afoxolaner), Simparica (sarolaner) and their combination versions, plus Revolution Plus for cats.

How they work: the dog eats it, the drug enters the bloodstream, and a flea or tick that bites takes a dose and dies. Nothing sits on the coat.

What they are genuinely better at:

  • Nothing to rub off, wash off or transfer. Swimming, bathing, rain and children hugging the dog are all irrelevant.
  • No greasy patch, no smell, no separating pets after dosing.
  • Compliance is easy to verify. You either gave the chew or you did not.
  • Most cover multiple tick species plus fleas, and combination products add heartworm and intestinal worms in one dose.

The two real drawbacks. First, the parasite must bite. There is no repellent effect, so ticks still attach and you will still find them. Second, the FDA safety communication: isoxazoline products have been associated with neurologic adverse reactions including muscle tremors, ataxia and seizures, and the FDA notes seizures may occur in animals with no prior history. The agency is equally clear that it considers the class safe and effective, and that most animals have no reaction. The honest summary: a real but uncommon risk that belongs in a conversation with your vet, particularly if your dog has a seizure history, not a reason for internet panic.

Topical spot-ons

How they work: a liquid applied between the shoulder blades spreads through the skin's oil layer and sits in the coat. Depending on the active ingredient, it kills on contact, repels, or both. Common actives include fipronil, permethrin, dinotefuran and pyriproxyfen, often in combination.

What they are genuinely better at:

The cat warning that is not optional

The ASPCA puts it directly: "It is very important not to use products on your cat that are intended for dogs." The Companion Animal Parasite Council makes the same species warning in both directions.

The usual culprit is permethrin. Cats are far more sensitive to this class than dogs or people, and a dog-strength permethrin spot-on on a cat can cause twitching that starts around the head, ear flicking, jaw snapping, full-body tremors and seizures. It is treatable, and the prognosis with prompt treatment is good, but it is a genuine emergency.

How they work: active ingredients release slowly from the collar material and spread over the skin and coat. The long-acting combination collars pair a killing agent with a repellent.

What they are genuinely better at: duration and cost per month. An eight-month collar removes seven chances to forget a dose, and forgetting is the most common failure mode of every other format. For an owner who travels, that is not a small advantage.

The drawbacks: it is a physical object, so it can be lost, chewed by another dog, or removed. Protection can be uneven on a long dog, and some develop skin irritation underneath. The 3 to 6 hour problem

This is the technical point that should drive your choice, and it appears almost nowhere in the roundups.

An oral kills a tick only after it attaches and feeds, and whether that is fast enough depends on which pathogen the tick carries. CAPC's tick guidelines note that Borrelia burgdorferi, the Lyme bacterium, generally needs 24 to 48 hours of feeding to infect the host. An oral that kills within 12 hours has comfortable margin.

Ehrlichia and Rickettsia species are different: CAPC puts transmission at 3 to 6 hours after attachment. That is a much tighter window, and it is the argument for a repellent, or a repellent layered alongside an oral, where those diseases are common. Rocky Mountain spotted fever is a Rickettsia, so if you live where it is endemic this is a vet conversation, not a shelf decision.

Year round, or just the season?

CAPC's position is unambiguous: "All dogs should be treated year round and throughout their life with tick control products." The reasoning is practical. Seasonal dosing means starting after ticks are already active, letting infestations establish and transmission happen before the first dose lands, and letting brown dog ticks take hold indoors where season is irrelevant.

  1. Is there a cat in the house? Orals sidestep the whole transfer problem. If you use a topical on the dog, read the label for cat warnings and separate them until dry.
  2. Does your dog swim or get bathed often? Orals, without much argument.
  3. Are Ehrlichia or spotted fever common where you live? Ask your vet about a repellent product, or layering one with an oral.
  4. Have you missed doses before? A long-acting collar or a 12-week chew removes the failure mode that actually causes most infestations.
  5. Does your dog have a seizure history? Raise the FDA isoxazoline communication with your vet directly and ask about non-isoxazoline options.
  6. Small children in constant contact with the dog? Weigh the EPA's transfer guidance and lean systemic over surface.
