The Coldest Hour of the Day in 100 Cities
You have probably been told the coldest part of the night is the middle of it. It is not. On a clear, calm night the ground keeps losing heat until the sun climbs high enough to pay the bill, which means the coldest air your dog walks through is the air waiting outside the door at breakfast. We computed local sunrise for all 100 cities in our climate dataset and lined it up against each one’s winter average low. The answer is uncomfortably consistent.

The quick answer
The coldest air of the day arrives within roughly half an hour of sunrise, either side of it. Not midnight, not 3am. On a clear night with light winds the ground radiates away more heat than it receives right through the small hours, and carries on doing so after the sun clears the horizon, because a low sun delivers very little energy.
So the winter rule is short. Find your local sunrise, add 45 minutes, start then. You skip the coldest window entirely, and it costs less than an hour of daylight.

Why the coldest hour is after sunrise, not midnight
The overnight low is an accounting problem. The ground gives off infrared radiation constantly, and by day the sun more than replaces it. After sunset there is nothing to replace it with, so the ground runs what the National Weather Service calls a radiation deficit, and the thin layer of air touching it cools by conduction. Sunrise does not flip that switch, it starts paying the deficit down slowly. For the first stretch the sun is too low to deliver much energy, so the balance stays negative and the temperature keeps sliding. The minimum is where the two sides cross.
How close to sunrise that lands has actually been measured, and the answer is more precise than the version you usually read. A study in the International Journal of Biometeorology on nowcasting daily minimum air and grass temperature notes that under stable night conditions air temperature falls continually and reaches a minimum at around sunrise, and cites earlier work finding a lag of about 10 minutes before sunrise at the standard 1.5 metre measurement height.
Which matters, because half the internet will tell you the coldest moment is exactly 30 minutes after sunrise. The honest version is a window, not a point: roughly half an hour either side of sunrise, depending on how clear and calm the night was.
Three things move it, and all three are visible the night before:
- Cloud. Clouds radiate infrared back to the ground, so a cloudy night bottoms out higher and flatter.
- Wind. Wind stirs warmer air down to the surface. The NWS material is blunt: all else equal, a windy night is not as cold as a calm one.
- Dew point. Dry air cools further and faster. Once the temperature reaches the dew point, condensation releases heat and the fall slows, which is why a humid night often stalls several degrees above the forecast low.
The same mechanism explains frost on the grass when the official low was 36°F. Air touching the ground is colder than air at thermometer height, so the number on your phone is a ceiling, not a floor.
The 100-city table
Here is the part nobody publishes. We computed local sunrise for all 100 cities in our climate dataset using the solar position equations from NOAA's Global Monitoring Laboratory, then paired each one with its winter average low. Those lows are published climate normals, mostly the NOAA 1991 to 2020 normals for the American cities and the equivalent from each national weather service elsewhere, so a handful sit on slightly different reference periods. Sunrise is mid-January, or mid-July for the six southern hemisphere cities, marked with an asterisk. Read it as three numbers: when the sun comes up, the window to avoid, when to leave.

Two things fall out of it. Seventy two of the 100 cities have winter sunrise between 7:00 and 8:00 local time, which is why the commuter dog walk sits almost perfectly inside the coldest window. And the spread is enormous: 3 hours 21 minutes, Brisbane at 6:37 to Anchorage at 9:58.
Anchorage is the clearest illustration. A 9:58 sunrise puts the coldest air of the day in what feels like mid-morning, at an average low of 11°F. Walk before work there and you are not catching the cold edge of the night, you are in the bottom of it.

Coastal vs inland patterns
Knowing when the low lands is half the question. The other half is how much waiting gains you. The measure is the diurnal range, the gap between the average high and the average low, and in January our dataset spans a factor of five.

The pattern is not coastal against inland, it is maritime against continental. Water is slow to change temperature, so a city beside a lot of it gets its nights propped up and its days held down. The wide-range cities are dry and mostly high: thin air over Denver and Colorado Springs sheds heat to space efficiently overnight and soaks up sunlight by day.
For walk planning, that difference is the whole game:
- Wide range cities (Denver, Colorado Springs, Tucson, El Paso). Waiting genuinely pays. The day climbs steeply out of the minimum, so pushing the walk back buys real degrees.
- Narrow range cities (Copenhagen, Dublin, Seattle, Vancouver). Waiting buys almost nothing. A 5°F spread means dawn and mid-afternoon are effectively the same air, so plan those days around wind, rain and daylight instead.
Which is the honest limitation of any single threshold rule. A blanket "do not walk below 30°F" travels badly between a city where the day gives back 26 degrees and one where it gives back 5. How to shift a winter walk by one hour
Moving a walk sounds trivial and is not, because the walk is wedged between a job and a bladder. Here is how it gets done.
- Find your sunrise, once. Look your city up and write it on the fridge. It shifts a minute or two a day, so one number carries you a couple of weeks.
- Split the morning in two. A three minute relief trip at the usual time, then the real walk 45 minutes after sunrise.
- Move the long walk to the afternoon in wide range cities. If your city is on the right hand list, the afternoon is a different climate.
- Treat clear and calm as the warning sign. A still, cloudless night produces the deepest minimum. Wind and cloud hold the floor up.
- Watch the ground, not the app. Frost on cars means the air at paw level went below freezing whatever the reported low was. If your dog is shivering on the walk, turn back regardless of the number.
- Give the first cold snap extra room. Dogs acclimate over weeks, so an early season 25°F morning is harder work than the same morning in February, which is why the first cold snap hits hardest.
One caveat, plainly: none of this rescues a morning that was never safe. Puppies, seniors, thin-coated breeds and small dogs hit their limit at temperatures a husky enjoys. Shifting by an hour turns a marginal morning into a comfortable one. It does not turn a dangerous one into a fine one.

What the table cannot tell you
Two honest limits. Sunrise is astronomy and it is exact, but the minimum temperature is a distribution: our window is where it lands on a typical clear night, and a front at 4am will do whatever it likes. And the average low is a published normal, not a forecast.
What the table does fix is the mental model. If you have spent winters assuming the cold peaks at midnight and eases toward morning, every walk planned on that assumption was backwards. The night does not warm up before dawn. It bottoms out there.

Is 6am or 8am colder in winter?
Closer than you would think, and which wins depends on your sunrise. The minimum lands within about half an hour of it, and 72 of our 100 cities have winter sunrise between 7:00 and 8:00, so an 8am walk sits near the coldest moment while 6am is still on the way down. Neither is the warm option, which is 45 minutes after sunrise.
When is the coldest part of the night?
The very end of it. Air temperature falls continually through a clear, calm night because the ground radiates away more heat than it receives, and the fall does not stop when the sun appears. It stops when incoming sunlight exceeds the heat still leaking out, within roughly half an hour of sunrise.
Should I walk my dog before or after sunrise in winter?
After, ideally about 45 minutes after. Walking before sunrise puts you in the steepest part of the cooling curve, and walking at sunrise puts you at the bottom of it. If your dog cannot wait, split the morning: a short relief trip at the usual time, the real walk once the sun is up.
Does the coldest hour change in summer?
The rule does not change but the clock does, because sunrise moves. In our dataset Chicago sunrise runs from 7:16 in mid-January to 5:28 in mid-July, so the summer minimum arrives before 6am. That is useful in reverse: on a hot week, the hour after sunrise is the coolest air you will get all day.
Why does frost form when the reported low was above freezing?
Because the thermometer is not where the frost is. On a clear, still night the air touching the ground cools faster than air at measurement height, so a reported low of 36 degrees Fahrenheit can sit above a grass level temperature below freezing.
